First of all, we can use a vernier caliper to check if the actual size is smaller than the nominal size (Generally, there is a specification on rebar.) For example, the standard diameter of φ12 rebar is 11.5 ± 0.4mm, while the diameter of the fake one is only about 10mm.
Some manufacturers of counterfeit rebar also try to deceive customers by flattening their products. If observed from the end surface of the reinforcing bar, we will find it looks flattened or oval, but the end surface of normal rebar should be substantially circular.
Besides, there are common defects with fake steel, such as scarring, and an overall sense of roughness, and the surface color is reddish.
Regular steel is often packaged in large bundles, hung with metal tags, indicating the producer, steel grades, batch numbers, specifications, and inspection code. But most of the shoddy steel is packaged in small bundles (about ten pieces) or in bulk, without the metal plate or quality guarantee.
As for the internal quality of steel, that is, its strength and chemical composition of cold-formed physical and chemical properties can only be determined by sampling inspection.
